http://www.hydrographicsociety.org is the website for the International Federation of Hydrographic Societies, a non-governmental organization based in the UK and a good place to keep in touch with the latest in hydrographic techniques.
And http://www.iho.shom.fr/iho.html will take you to the site of the International Hydrographic Organization, which sets the official standards for the world's charts.
